The United Nations Global Marketplace is inviting proposals for the Expansion and Improvement of the ICAT Agriculture Policy Programme. The Initiative for Climate Action Transparency (ICAT) aims to help countries better assess the impacts of their climate policies and actions and to reach their transparency objectives.
The expansion and improvement of ICAT’s Agriculture Policy Assessment Guide will focus on increasing the coverage of the guide across emission sources and options for mitigation action, improving its alignment to the needs of developing countries, and ensuring better usability and clarity.
As such, the improved guide will allow countries to conduct more thorough assessments of climate actions through the inclusion of more sources of emissions and mitigation potential.
In addition, the policy assessment guide will include strategies for conducting cost estimations for policy development and implementation, which will enhance the guide’s relevance and potential to be adopted by countries.
Project proposals are invited from organizations, startups, research institutions around the world that have feasible ideas that can expand and improve ICAT’s Agriculture Policy Assessment Guide in the following areas.
- Increase the coverage of the guide across emission sources and options for mitigation action
- Improve its alignment to the needs of developing countries
- Ensure better usability and clarity.
Note that grantee(s) are expected to start activities in November 2021 and complete work within a period of 12 months. The grantee should include indicative timeframes for the work in their proposals.
Evaluation process
Upon the receipt of submitted proposals, the United Nations Office for Project Services (UNOP) shall proceed to a Preliminary Examination of the proposals to confirm that all documents and technical information requested have been provided, and UNOPS will assess the completeness of each document submitted.
UNOPS may, without further consultation with the applicant(s), reject any proposal, during the Preliminary Examination stage, that does not comply with the formal eligibility requirements set out in the CFP.
